As you might be able to tell just by reading its name, Microsoft Office Starter 2010 is a stripped-down version of Microsoft Office 2010.
This particular "lite" version used to come pre-bundled on computers and laptops from various manufacturers years ago, like Dell or HP and, since it's no longer officially supported, it can't be upgraded to a fully functional version of Office 2010 via online purchase.
However, you might still be able to find a proper use for it, especially if you're running an older version of Windows such as Windows Vista or Windows 7. Users running WIndows 8, 8.1, and Windows 10 won't be able to install this product, unfortunately.

Having said all that, you should have a pretty solid idea if Microsoft Office Starter 2010 is for you or not. To summarize a bit more thoroughly, if you're running a morally-outdated computer with Windows 7 and Vista, and you're not particularly keen on having the full package, and you're more than willing to trade off advanced functionality for a more lightweight package, then there's a good chance that Microsoft Office Starter 2010 won't disappoint.
